An important thing to understand is the effect of scale on human projects. Let us suppose for a second that one is building a model of a pipe laying ship; with the eventual goal of building the full scale ship. It is possible to build a scale model of the ship which is fully functional; switches can be thrown causing pipes to be lifted, anchors to be set etc.

However there is a critical difference between the full scale ship and the model; people don't scale with the change in size of the ship. A switch which appears to simply control a nine volt motor in the model now becomes large; and throwing it becomes a bone jarring event as it snaps into contact. In addition things which appeared to be inconsequential on the scale model become of catastrophic importance on the full scale ship. For example a model of the winch on the scale model can be made fully functional. However, if the thread tying the winch to the pipe breaks on the model it is at worst inconvenient. If the three inch steel cable on the full size ship breaks, what you thought was a winch suddenly becomes a giant 'weed eater' for people; slicing through anyone near it as though they were blades of grass.

Looking at the scale model or plans of something utterly fails to convey the danger which may appear upon construction of a full scale device - if it is large by human scale. This danger appears as a side effect of scaling the device up, and for no other reason. In principal there is little difference between a 9 volt 1/100 hp d.c. motor on a model and a 750 volt 1000 hp d.c. motor on a ship except that the latter - if something goes wrong - is easily capable of killing someone.

Because of the scaling induced danger of large machines care has to be taken in their design to keep them from being dangerous and destructive.

What makes the above observations profound is this: when one looks at a constitution or a set of laws what one is actually seeing are the plans and the scale model of a government. The actual government however is so large by human scale that it becomes a man crushing machine simply because of its size and power. The problem is that no consideration of the scale induced problems has been given by anybody during the design of governments; governments have been built only with power in mind. Because of the scaling effect, reading constitutions and laws gives no sense of how dangerous a machine governments actually are. In fact governments are the most powerful machines ever created by man; to my way of thinking it is incomprehensible that these gigantic machines could have been constructed without safety mechanisms in place.

As you read the next three sections I ask that you keep the truth of scale induced problems in mind. There is no question that they exist, and there is also no question that they have never been adequately considered by those responsible for creating and maintaining governments.
